Pls Help ! How do you call this ?

  Hi,
  
  I'm not a tech savvy, could someone pls enlighten me on this issue.
  
  Pls point your cursor at any of the picture phone so that a new pop-out box
  with all the text will appear, pls see this link as an example :

  Do you call this as "rollover" text, if not then what do you call this & how to create this ?
  
  Possible a brief explanation.
