My Norton Antivirus Problem, infected with viruses

Can i ask a few qns,
when the antiviruse says that the virus is quarantined, will it still affect the comp?
i also tired to delete the file after its quarantined, to my shock i saw under the quarantine section, the number of files quarantined changed to 0 , is it normal?
i got this prob, when i tired to do a full scan, the antivirus is able to complete the full scan within 2 mins. how is this possible when previous full scans takes like about an hour? is something wrong with my antivirus? wad can i do? -
I never trusted NAV since win95 days, solely for this reason.
