  hi used to be able to go to http://www.cbox.ws now it says
  
  403 Forbidden
  The following error occurred: Access denied by access control list.
  Could not open error file
  
  scan by com using spyware and anti-virus and unblock pop-ups still cant..
  reformatted still the same

  Access denied by Access Control List.
  
  This means there's a babysitter software (it could be your router, external software, your ISP or even your firewall) on your PC, either that, you are in some institutions or companies that banned the websites.

  hmm..at home...allowed that website already and turn off firewall still cant
  never touch any router settings...IE and Firefox oso cant...

  A few questions:
  
  1. How old are you? Don't need specific age, just give a range.
  
  2. Which ISP did you sign up with? If you are still somewhere near teenager, did your parents signed up for some protection programs?
  
  3. Do you have any softwares such as Peer Guardian installed?
  
  4. Do you manage the router yourself or others are managing it as well?
