How to reduce video data rate...?

Got this .avi video... only a 1 hr show but file size is 700+MB... I compared it with my other videos and my normal videos have a data rate of 128kbps while this one has 261kbps...
So following question...
(1) Can reduce the data rate?
(2) Will reducing the data rate compromise video quality significantly in any way?
(3) If can, what program to use that can have a .avi output? -

2. Yes.
3. You can try reducing the resolution of the video instead... but may be too small to be seen... http://www.deskshare.com/dmc.aspx. The program that does reduction of video resolution.

Data rate can be reduced together with the size of the video but at the expense of the quality.
If you want to retain the quality, u can reduce those informations humans unable to catch in the sound, but the thing is you cant revert it for other uses. -
Can reduce the video data rate only? Coz the 700+MB file has a image size of 640x480... the same as my other video files... only the data rate is bigger...
