In a sense, it won't be accurate, unless you really go to the efforts to find out. Which isn't impossible.

32 bytes of data won't bring his PC down, unless inside the 32 bytes, it has been purposely corrupted.

IDA can't trace even if they want to. They don't have the rights to, or rather, the powers to. Only the police force has the powers to.
They are able to track because it's required by IDA to keep all information the minute users log on to the ISP network.
Also, if you read the thread started by TheVistaAero (can't remember his nick), it's stated that all Singapore ISPs use a shared proxy server as required by IDA. Since it's a proxy server, the IP address is probably a fake one...
Whether real or fake IP, it will always get logged. I doubt most are smart enough anyway, so the IP you've gotten is most probably the one via their ISP, which is easily traceable.Originally posted by missqi:nvm.

Go DNStuff. Right at the top, you should see 2 IP addresses listed. It looks like this: X.X.X.X [Y.Y.Y.Y]
X.X.X.X - this is the IP address "seen" by servers
Y.Y.Y.Y - this is the IP address assigned by ISP, after using softwares to bypass the proxy server and thus showing your IP address.
