It's the speeds... generally the faster the broadband speeds offered, the higher possibility of an ISP giving out an ADSL2+ modem because they are capable of supporting higher speeds.
In the past, ADSL aren't exactly compatible with ADSL2+, so this will explain why some ISPs are reluctant to give out ADSL2+ modems. Primary reason is because they have not upgraded their networks, so no point giving/selling ADSL2+.
Now that they are compatible, ISPs are willing to give/sell ADSL2+ modems, though not without problems. Connectivity issues is one. They can actually disconnect on quite a frequent basis, whereas for ADSL modems, it's hardly the case.
It's up to him/her to choose, speeds or stability. But with ISPs upgrading the networks, my view is to go for ADSL2+ modems.
