Yes, it's possible to. Plug in your external hard disk. Let Windows installed the necessary stuffs. Once done, do this:
Start > Control Panel > Administrative Tools > Computer Management
Select Removable Media on the left hand side. You should see your hard disk.
Delete all partitions, then right click and select Create.
That's the rough steps, can't recall.

Did you read the fine print that manufacturer defines 1GB = 1,000,000,000 bytes while OS defines it by the actual definition of 1GB = 1,049,165,824 bytes?
