MP3 file compressor

got any mp3 file compressor out there that compresses the whole file (not jus 60% or something), free and lasts forever?
i search before on google liao, either give me crap results or some must-buy software or shareware but only can use for 60% of the file

wad i mean is if the original mp3 audio file is for eg. 10mb
the compressor can make the file size smaller to like 1mb but lowering the sound quality

make the sampling rate to 22kHz (radio quality) and the resultant mp3 file should be smaller

Yar. Do as the person above suggests. Download audacity and lame codec for compressing mp3.
Then you can compress the audio to around 32kbs. For a 5 minute song that should be around 1.5mb. -
Answer: MP3 is ALREADY a commpressed audio format. Try OGG format.

Depends on your phone...but i believe ogg cannot work on handphones.
AAC can work on most Sony phones i believe.
Audacity can compress audio to mp3 and ogg, provided u get the lame codec for mp3.
Or if you are not into compressing stuff, get iTunes lor. Much as i dislike it, it is still some of the most convenient interface to manage music for most people. -
it dosent really compress
just encode in lower bitrate.. lets say from 260kpbs> 192kps> 128kps> 32 kps
smaller file with lower sound quality -
