and they lowered the graphics so now when I play WoW it is like 6 frames per second.
does that mean it is spoiled and i have to buy a new one? -

Could be PSU aging, which results in decreasing efficiency, resulting in lees power output.Could be other problems also -
Specifications of your system please. Nobody is going to guess what system that is, what hardware is installed, what software is installed etc.

Or you could try to go into Bios and manually assign a higher voltage(not too much) for your GPU. -

Your PSU seems to me is a little on a low side. Anything above 400 watts should be good.
The Antec 2.0 is your PSU. Replace that. -

Your new PSU is what model? Has it got enough current at the 12V rail? I think the old 939 socket and board loves a 450W and above PSU. Also updating or patching games and card drivers (board and cards) may help. Do it all one step at a time. Do you have a spare PC? If yes, unplug the graphics card, plug into the spare PC. Make sure the spare PC has enough power to run it.
Otherwise, ask your friends for testing.
As far as a AMD 939 board is concerned, the power supplied is enough, although chances are it may need a higher one. -
