  Open IE in full screen and tell me the results.
  
  Screen blinking is common, unless you are telling me it's blinking every frequently.

  It's always in fullscreen.

  Right click on your desktop, select Properties.
  
  Select the Settings tab.
  
  Click on the Advanced button.
  
  Look through the tabs, find the one with frequency (in Hertz)
  
  Please also post your monitor make and model number.

  buy a monitor that has the AutoConfig button beside the power button
  it auto configures the screen size
  mine is HP de monitor, HP w19e, wif inbuilt speakers

  It's your settings. As per usual, take out the manual.
