bank account, online credit account, visa account), and you chance upon a
random site which "requires an admission fee upon loading of the page". Is it
possible for the site to charge you by just getting hold of your IP address and
nothing else? Or is the whole thing just one of those scam gimmicks to make
you purchase stuff from their site?
It's a scam... It's impossible to get charged just from an IP address unless the site belongs to your ISP, since they can trace your IP to your personal details..
But if your ISP is singnet... Just look at the ODEX incident where they gave the third-party company the home addresses of those people who got IP-logged for downloading anime. Singnet sucks.

Even without ODEX, you will still be charged because Singnet is YOUR ISP. They know what you are doing.
Before ODEX... there's was the Home Affairs Ministry... Singnet gave the details to them... they were caught anyway... although they have since apologized and escaped punishment... that incident left a deep impression, especially for those who had signed up with Singnet since the dial-up days.
