No, it isn't true.
If there was any bugs, it happened last year, when it mistakenly flagged some Windows files as virus and quarantined it. That literally crashed Windows. Luckily, it's only one file; booting to DOS and replacing the Windows file cured it.
AVG is also pretty sensitive to file changes; any upgrades or patches will trigger it. Anybody who doesn't know Windows well will allow the changes and there goes Windows.
That technician needs to study again... in my opinion. For someone who analyzes computers and have so little knowledge... well... he can give the job to someone else.
