Basically, what you listed, although I don't think PSU can cause that. Not right now though.
Anyway, can you boot into Safe Mode? If yes, then it's probably the registry or some files that went haywire, causing Windows not to boot properly in Normal Mode.
You can start from software first... try repairing Windows, if it's not possible, then reformat and reinstall.
