BAS is a type of programming file. You need an IDE to open it. Or you can try opening it in Notepad to see if you can see the codes.
If it's not possible to see them, you need an IDE. Try
Sharp Develop to open it.
As for CTL files... there are quite a few files that uses CTL as an extension. One is the Apple (not sure?) Faxworks program, another one is for SQL. SQL is a relational database.
Can you right click on the file and check the file properties. Click on the Version tab. You will find out a basic details about such files.
