If yes, it's more likely a technical issue with Starhub, rather than your router or modem's issue. If you have some neighbours using Starhub, can you try confirming with them about the connection issues.
Also, it may be a faulty Starhub's proxy if everything is alright. Singnet has one and I faced connection problems with that, called up Singnet to get another one. Everything solved.
Starhub may be facing the same issue as well.

could it be that the WRT54G router is just slow? and that sometimes its so slow that it dc?
