Windows 2000 and NT - there's no such thing as MSConfig, but you can copy MSConfig from a XP PC or Windows 9x/ME PC over.

For Windows 2000 and above, there are also services, so you need to disable them via the Services Control Panel (services.msc).
Windows is often not very user-friendly, so I suggest you use a 3rd-party tool instead.
CCleaner, Starter and Startup Control Panel are all useful tools. Personally, I like CCleaner and Startup Control Panel.
