windows 2000 is definitely the best, from microsoft, that is.
vista's working ok for me, because my laptop bohbian comes with vista. i use it only for work purposes so its alright, it did hang 4 times on me so far.

current system is:
core 2 duo 2.4g
and 3g ddr2 ram
should be enough right?
anyway am thinking of buying another new com. hoping to get 1 more powerful then my current one. but not confirm yet lah. -

If you're into the usual games, no. If you're going for those DX10 games, then yes. If you're not gaming at all, go Mac or Linux.

The Windows XP Media Centre Edition should be a good subtitute for Vista for now.

i bought a laptop that came with vista and 2gb of ram. when idling ram usage is about 46%. anyone knows why it's so high or is it just vista?

Wait till Vista SP1 comes out. Frankly, the current Vista is full of bugs that it's best to stay away. 2000 or XP is the best so far.
