  ur name is not on the 'Allowed' part of 'Access Control list' or something liddat

  1. You are being blocked by filtering software (either at your ISP level or someone installed it)
  
  2. You are using a wrong proxy or that proxy you are using detects that it's a bad website and blocked you from accessing the website

  1. Ask your ISP. If they installed it, you can request to opt out of this service. But I believe you may need your parents' permission if they are paying your internet bills.
  
  If it's your own computer, check that there's no filtering software installed.
  
  2. Wrong proxy - well... check your proxy settings. Singnet proxy servers are
  
  a. proxy.singnet.com.sg
  b. proxy2.singnet.com.sg
  
  Pacnet - proxy.pacnet.com.sg
  
  All port numbers 8080.
  
  If it's the proxy that attempts to block you, then you use another proxy.
