The device is a device, a dead thing. The gate contains the code...
PLD are more flexible than fixed logic devices. A fixed logic device, once created, cannot be changed. That means they have to go through extensive testing to make sure that they are correct before being implemented, otherwise the programmers have to start all over again, from designing to implementation.
For PLD, they are more flexible. They can be modified, and the changes are immediately effective. Think of how we flash ROM on a motherboard, it's something similar to that effect.
