Yes it does affect. It restrict the flow of charges, that's why it makes the current smaller.

Resistor is also used to do heating up...
When electrons move thru resistor, there will be many collision and thus heating effect is formed... -

Voltage is potential difference/electromotive force. think of it at as a driving force.
V=IR
V is inversely proportional to I. however resistance affects current. -
