I am asking this for my cousin. I am already 25 and working. My cousin scored C, E, O for A levels. And he already know that he probably cannot get in to any public universities in Singapore.
So right now, he has 3 routes to take.
1) Retake A level as a private candidate while in army
2) Go enroll in SIM university
3) Go enroll in a polytechnic.
But from what i heard from him, now no more A levels leavers go to a polytechnic anymore as they can go SIM uni now. But he is interested in going environmental engineering which is not offered by SIM. So how?

Of cos is go SIM uni la. Lots of poly students went on to SIM uni after their polys. SIM uni > poly.
If I'm not wrong, I'm pretty sure your cousin could disrupt his NS to return to school and retake his A's. There are some conditions to fulfil I believe. But I do know that it is possible to do so, since I have a couple of friends I met in the army who are planning to disrupt their NS to retake their A's.

nope, to do that you need a total flunk of a A level, Something like EOO or worst...basically if you manage to get a A level cert kiss disruption goodbye
