I know someone who got D7 for English and still qualified for JC... But that was like in 2003...

you re-do one year of O's english (1 yr) -- might not pass somemore, come out JC (2 yr) den go uni.
Take Poly ( 3 yrs ) go Uni
you take JC -- Fail Yr 1, Repeat yr 1, Go yr 2 , Fail Go poly, (3 yr)

working hard is not a slogan .....
the chances of rectifying screw ups in your life is an inverse function of your age ....
and D7 in english doesn't auger well for clearing GP in two hectic year's time you know ....
chap should be more realistic about the future ....

sure, everyone wants to get into a good school and do well, but one must equally be dispassionate and impartial to youself about your chances of achieving that stated goal ... be true to yourself, ask yourself, can you really do it, realistically, based on past performance ? the chest thumping is for others to see, but deep down, it's important to review the chances objectively ....
cos this goal, is not like those "one day I'll be a billionaire" ... or "one day, I'll have a ferrari and a house in nassim road" kind ...
this goal has a time limit one ... you can't keep trying and trying forever till you succeed, there are only so many times you can retake O levels or A levels to your satisfaction, before life grips.... go think about it ....
but of course, it's your own life ... if these words doesn't sound nice, then just listen to the ones that you like to hear ...
D7 can go into JC only if his L1R5 is very good ie L1R5 is = 12 or 13 points or so. In this case, the student will be required to retake and pass O Level English in JC1 before the JC principal will allow him to proceed to JC2. If he fails the O Level English again, he will be asked to leave the JC at the end of JC1.
So, in your brother's case, he will not be eligible as his L1R5 is already 20 points.
However, he can still appeal to the JC principal under special talent scheme ie if your brother is good in any sports or he is an inter-school or national player in any sports or games or he is good in arts or music. The JC principal can still accept him.

It's always best to ask the academic counsellors at the institutions of your interest. Much info that you need will be gleaned from them :) Go forth boldly and ask, before the deadline for registration is up. Thanks!
P.S. I remembered having students who appealed into AJC but were asked to re-do EL1. Again, I would advise that you ask the school whether this system is still around.
