Cars don't respect cyclists and treat them as a nuisance, and as such it is dangerous to cycle on roads (all cases of deaths and permanent crippling of cyclists are invariably perpetrated by cars who don't think cyclists should be on roads). On pavements, unethical and irresponsible cyclists make it a hazard for pedestrians, and so pedestrians are calling the Govt (LTA) to make cycling illegal on pavements. So cyclists are caught in between angry motorists and angry pedestrians, and the Govt has a headache they can't easily solve. With unlimited financial resources, the Govt could implement the ideal solution : make a cycling path parallel to every pavement and road. But that'll cost too much money (billions, no doubt), and the Sg Govt has always been prudent and careful with financial resources. So the angry tripartite war of pedestrians vs cyclists vs motorists will continue unabated (and in fact exacerbated) in the forseeable future.
