Exactly what I said. 2 wrongs do not make a right, at least not in this case. Life is more complex than a simple black & white, or right & wrong. That's why the idea of morality is naïve, while the concept of ethics is far more sensible. It's always case by case, and in this case, the Vietnamese doctor's criminal history is irrelevant to the criminal use of force against him by the airport police, one of whom has been suspended pending investigations.
