FIFA are pressing ahead with plans to force clubs to field at least six homegrown players in EVERY game.
Revealing details of the new 6 plus 5 proposal, FIFA president Sepp Blatter said: "All the big clubs have youth departments but there is no chance for these players to play in the first team.
"We believe 6 plus 5 will give more incentive to young players.
"The big clubs with a lot of money can afford to buy the best players.
"They have 20, 25, sometimes 30 on their list but only 11 can play.
"What are the others doing? Waiting? Recuperating? Or taking away the chance for other teams to have a better starting line-up?
"What these rich clubs are doing is taking the best out of the market, then not letting them play.
"Look at the results in some European leagues.
"Some clubs are already far away after a third of the season — the others can only play to avoid relegation, not for the title.
"Something is wrong about this."
Blatter has also dimissed calls for the introduction of video replays.
He is happy to allow goal-line cameras but insists games will never be held up by technology.
Blatter said: "We have to help referees but we must never stop the match with videos or monitors to look at what has happened.
"Replays would take away the spontaneity and fascination of our game, we must keep football with a human face.
"As long I am president, it will only be goal-line technology and there will be no chance (for video replays)."
i support him abt using video replay cos it will distrupt games and may cause even more conflicts. even off the ball incidents are no exception. i still have the feeling that the fourth official used video replay to send zidane off during the final.
home grown players usually play well in the lower league and then crumble when playin in th epl. the standard of epl and championship is far off. thats why those team which were promoted usually end up going back down.
players like sidwell and bullard are one of the few exceptions who can adapt faster and therefore interest the bigger clubs
