I was taken aback when they chose to sign for West Ham when big clubs like United, Arsenal, Chelsea, Real Madrid, Barcelona, Inter Milan were all rumoured to be interested in them. I thought West Ham could be serious title challengers but wad-da-ya-know, they free-falled.
I think it's important to note that there's no point signing a manager that has caused his previous club to relegate. Think O'Leary, Dowie, Robson. It would make the club look really silly when those managers sign 2nd/3rd choice players from big clubs becos those players seriously suck. Think Djemba-Djemba, Traore, Diomansy Kamara.

But he did spent millions on players and relied on qualifying for the Champions League - which he has failed to. O'Leary had spent £100 million on new players in less than four years for relatively little reward leaving Leeds £80 million debts.
In my opinion, since you've spent so much money on players when your club is not that rich in the first place, there should be at lease 1 to 2 silverwares but sadly, there were none. The morale of the club is bound to be on the negative side becos the club wasn't winning any trophy and is badly in debt, plus the departure of the man that gave them their chance to play. I think O'Leary indirectly "caused" the club to relegate.
Also, Villa wasn't up to their best when O'Leary was in charge.
