The 32-year-old, who was a member of the Italy 2002 World cup squad, was in his eighth season at the Serie A club.
Montella, known as the airplane because of his trademark goal celebration, played for Empoli, Genoa and Sampdoria before joining Roma for £17m in 1999.
"Roma have perfected an agreement with Fulham to loan on a temporary and free basis Vincenzo Montella," a statement on the Italian club's website said.
Montella was part of the Roma team that won the Serie A title - the Scudetto - in 2001, scoring several crucial goals as they closed in on the championship.
