Italian prosecutors want leading officials at Milan and Internazionale to stand trial on charges of false accounting.
Milan vice-president Adriano Galliani, Inter counterpart Rinaldo Ghelfi and former Inter director Mauro Gambaro are the men under scrutiny.
The request, which in Italy will not necessarily lead to criminal charges and does not indicate guilt, will now be examined by a judge who will decide how to proceed.
Both Inter and Champions League holders Milan have denied any financial irregularities.
The investigation is in relation to alleged inflation of player values during transfer deals.
Inter president Massimo Moratti has labelled the probe "absurd," saying player valuations were volatile and "difficult to understand".
Moratti was initially part of the investigation but was not named in the latest indictment request.
