PSV Eindhoven have written to the KNVB and other Eredivisie clubs to suggest reducing the number of top-flight teams from 18 to 16.
PSV want the 16 clubs to play each other home and away, after which the highest eight and the lowest eight sides enter a play-off system of seven games.
The winner of the play-offs would be champions and secure a place in the Champions League, rather than the team which finished top of the league.
The team which lost the play-offs amongst the bottom eight teams would be relegated, with the second worst team entering a promotion/relegation play-off against the second-placed team in the second division.
PSV director Jan Reker told the GPD newspaper that these games would bring more excitement and more money into the clubs.
He said: "In the play-offs the best four clubs play four home games and three away games. Each club is certain of playing 18 or 19 home games per season so you can raise the prices of the season tickets a bit.
"It's also more interesting for TV. An extra edition of Ajax v PSV is more interesting than Excelsior v Feyenoord, and you offer more quality."
