one main problem wif england is they welcome foreigners, but yet none of these homeboys daring to go abroad to play for other countries. so they cannot learn when they stick to playing less challenge side.
imo, england ought to send some players to italian or spanish league to learn their skills. even brazilians r playing in european side.

as for going abroad, english players can't survive till to the technicality required, and they often suffer. Till date, I don't think there is one who had the staying power to do well there. maybe beckham..
thus, comes round to the same problem, how to develop youngsters, when the money is spent on foreigners?? and no money flowing into the grass roots..
and no chance for the youngsters to develop..
