  CHELSEA are lining up a £20million bid for Hamburg’s Dutch international midfielder Rafael van der Vaart.
  
  The 24-year-old has hit seven goals in his last seven games. And Blues technical director Frank Arnesen has opened talks with the player’s agent Soren Lerby — a long-time pal — about him moving to London.
