The Asian group have drawn up a short-list of clubs to move for and have decided Mark Hughes's highflyers are the most attractive because of their cost and profile.
Rovers have been in the market for new money for months, with American exile Dan Williams trying to put various teams together to offer £45million for the shares and £25m for players.
However, Williams' backers seem reluctant to commit and Rovers are fed up with the six-month wait for a bid that would make the Jack Walker trustees deal.
