Newcastle, Manchester United and Aston Villa fans are to receive fewer tickets for their matches at Sunderland - for not sitting down.
Sunderland City Council is looking to reduce the three visitors' ticket allocations from 3,000 to just 1,500 because their fans refuse to sit down.
Experts say fans who stand for the full 90 minutes put other supporters at risk of serious injury.
Phil Barrett, director of development and regeneration, said: "This action of fans standing is recognised as a major safety concern as it introduces the risk of injury to spectators and others from falls, surging and crushing."
