Ramos tried to buy Villa from Zaragoza when he was boss of Seville but was outbid by Valencia.
Villa, 25, is one of the most prolific scorers in world football, having fired 45 goals in 80 games for Valencia and 32 in 70 for Real Zaragoza. He netted Valencia's consolation goal in the 2-1 Champions League defeat by Chelsea.
The Blues have been linked with Villa — along with Liverpool, Barcelona and Real Madrid — but Valencia do not want to sell and have slapped an amazing £70m buy-out clause on him.
Yet Villa's agent Jose Luis Tamargo said: "Many clubs have contacted me to ask about the chances of a player who is guaranteed to score goals in England.
"But I am convinced if Spurs present an offer Valencia will study the subject."
