Bolton have turned down Chelsea's first offer as they remain determined to keep hold of the former Arsenal forward.
Chelsea may now decide to come back with an increased offer as they attempt to secure his services during the transfer window.

Chelsea to continue pursuit of striker Anelka
Chelsea will continue their bid to land Nicolas Anelka on Tuesday after having a £12 million bid rejected by Bolton.
Bolton Wanderers rebuffed Chelsea's initial offer but negotiations are set to continue as the Blues look to strengthen their attacking options.
Chelsea will go into their Carling Cup semi-final first leg against Everton on Tuesday night with one fit striker in the form of Claudio Pizarro.
Anelka has taken Chelsea's eye after scoring 11 goals even though the former Arsenal striker signed a new four-year contract earlier this season.
Bolton manager Gary Megson had already refuted suggestions that a deal was imminent but a brief statement on Chelsea's official website, www.chelseafc.com, read: 'We can confirm we have made an official offer for the transfer of Nicolas Anelka, which is being discussed with Bolton Wanderers.'
Chelsea are desperate to boost their firepower with Didier Drogba and Salomon Kalou away on international duty with the Ivory Coast, along with Ghana's Michael Essien and Nigerian Mikel John Obi.
Mikel is available for on Tuesday night's Carling Cup showdown and although Drogba admits he is still thinking about his future at Stamford Bridge, England midfielder Joe Cole says he never had any such doubts following the departure of previous coach Jose Mourinho in September.
Cole said: 'I'm committed to Chelsea and love the club. I'll stay here as long as they want me. The club is more than the manager. The club's the club. That's got to be on top of the pile, above the players and the managers. It's a club I've loved.
'The manager's a strong guy and not interested in listening to too many opinions, like other managers. It'd be nice to kick-start the new regime with the first trophy on board. It's about winning trophies at the end of the season. Last season was successful. We were in four competitions and we won two of the them.
'We didn't win the two major ones, but we were beaten in one of them on penalties in the semi-final. If we'd got to the Champions League final, it would have been the best season in the club's history. It's a work in progress.
'The club gets judged on what we win. If we just win the Carling Cup, we'll be happy we've won it but unhappy that we didn't win the others.
'Six months ago, the new manager came in. I'm still getting asked questions about the old manager. He's a hard manager who tells you when things aren't going well, but puts his arm around you if he needs to. All good managers do that. You have to know your players personally, and he does that.
'He likes the psychological side of the game. He has a softer approach to his players. But when he needs to tell you you're not doing the business, you get told.
'We've all experienced that already. But the place is a happy place at the moment. We were disappointed to only take 10 points out of 12 over Christmas because we felt we were unlucky against Villa. But we're winning games, and everyone's happy.' -
CHELSEA have told Bolton they will not pay more than £12million for Nicolas Anelka.
And the Frenchman has put more pressure on boss Gary Megson, demanding Bolton let him quit the Reebok for the Blues.
Chelsea had a £10m bid rejected yesterday — but SunSport can reveal Bolton would accept £15m, a drop from their original £18m price tag.
Anelka alarmed
Chelsea insist they will not go higher than £12m for the striker, 28, and will look elsewhere if Bolton do not back down over Anelka.
That has alarmed Anelka, who last night left Bolton in no doubt of his desire to go.
A source close to the player said: “Nicolas is adamant that he wants to join Chelsea — and does not want Bolton to get in an auction with other clubs.”
Progress has been hindered by the absence of Bolton chairman Phil Gartside, who returns from holiday on Thursday.
BARCELONA have asked about the availability of Bolton keeper Jussi Jaaskelainen.
But the Finn, 32, seems intent on only leaving the Reebok on a free in the summer. -

BLUES ON BRINK OF ANELKA DEAL
Chelsea boss Avram Grant hopes to complete the signing of Nicolas Anelka before Saturday's clash with Tottenham. Grant is desperate to recruit Anelka with Tuesday night's 2-1 Carling Cup semi-final first leg victory over Everton once again highlighting their lack of firepower.
The Blues, missing Andriy Shevchenko and Didier Drogba to injury and Salomon Kalou to the African Nations Cup, were once again forced to rely on the disappointing Claudio Pizarro up front.
Negotiations to take Frenchman Anelka to Stamford Bridge have stalled over Bolton's £15m valuation with the Trotters rejecting Chelsea's initial £11m offer but Grant has targeted a breakthrough by the weekend.
He said: "We have confirmed our interest in Anelka. We wanted him for today and I hope that he will now get him for Saturday. "If not we'll continue with the players that we have. "We are missing three strikers so it's important to do something quickly." -
Megson still hoping to fend off Anelka suitors
Bolton manager Gary Megson is still hoping to retain the services of Nicolas Anelka.
Chelsea are set to make an improved offer for the France striker after having their first bid, believed to be £12million, rejected.
After last night's Carling Cup semi-final first leg victory over Everton, Chelsea manager Avram Grant said: 'We have confirmed our interest in Anelka. We wanted him for Tuesday and I hope that he will now get him for Saturday.'
But Megson said: 'I have spoken about the situation with Nic and we agreed there is not a massive amount he or I can do.
'It is just as to whether the clubs can reach an agreement. I am still hopeful they can't and he stays here. But that remains to be seen.
'However, the deal has to suit all the parties - the selling club, the buying club and the person involved.'
Meanwhile, Bolton are preparing to table a bid for AZ Alkmaar defender Gretar Steinsson, according to the player's agent.
The Iceland international, 26, was a reported target of Middlesbrough and Newcastle earlier in the season but appeared to have ended speculation over his future by signing a one-year contract extension at AZ in November.
'It is my ambition to play in England but first I want to improve here,' Steinsson said at the time.
However, the player's agent, Jerry de Jong, has now revealed that a move to England is again in the offing, with Megson ready to match AZ's valuation of the player.
'Hopefully Bolton are prepared to go far [with their offer],' De Jong said. 'Gretar never made a secret of his desire to play in England.'
Steinsson is in his third season with the Eredivisie club and is under contract until June 2012.
