Napoli have threatened legal action over Marcello Trotta's move to Manchester City.
The talented 15-year-old has agreed a four-year deal to move to City, in a switch that has incensed the Serie A club.
Napoli have already suspended the player, who is rated as one of the top talents of his age bracket in Italy, but they are now threatening to involve Fifa.
Sporting director Pierpaolo Marino has lamented the lack of regulations with regards safeguarding the defection of young talent.
"There are rules that don't safeguard clubs," he told Corriere dello Sport.
"I can't put under contract all the 400 players of our youth side.
"I tried to keep Trotta, but evidently he has already signed (elsewhere)."
