Err... That was before all the credit crisis started... But over the last 2 months... It was reported Roman lost $12b pounds in the stock exchange... and since then, there could be further losses as it has gotten worse since early last month...
The $23b that Forbes reported was well before all this and it was reported at the beginning of the year. They are also in US$... Convert to Sterling Pound then and probably it would have been about $13.5b pounds at that time...
The currency depreciation since could also cause further problems to him...

I think Frank Arnesen has become the first to give us an inside into Roman's problems... In an interview with the Danish newspaper Weekend Avisen, Arnesen explained the dismissal of 15 scouts from his network. He said: 'The credit crisis has meant that Roman has hit the financial brakes, and asked us to cut deep. We have cut down significantly on scouts and other activities.'

Roman Abramovich has personally blocked Wayne Bridge's projected move to Manchester City.
Chelsea's billionaire owner remains incensed that his club lost Brazilian superstar Robinho to City in the wake of their takeover by the Abu Dhabi United group.
Chelsea had worked tirelessly for months to prise the British record £32million signing out of Real Madrid. In the final hours of the August transfer window City pulled off their coup and Abramovich missed out on the player he coveted most and the feud with City began.
Now City want Chelsea left-back Bridge. Manager Mark Hughes was confident he could prise the England international away from Stamford Bridge with the promise of regular first team football and a healthy pay rise.
But Abramovich has made it clear to club officials he will not do business with City - at any price. Bridge only signed a new four-year contract in the summer worth around £85,000 a-week. It's claimed City would offer a staggering £120,000 a-week to get their man when the January window opens.
Seeing their efforts to sign Bridge blocked are not the only transfer frustrations facing City's Arab owners. Two other key targets, Portsmouth midfielder Lassana Diarra and Blackburn striker Roque Santa Cruz, are unlikely to be allowed to move by their current clubs.
Pompey have already snubbed two bids in excess of £15 million for Diarra while Paul Ince has been given firm assurances that Santa Cruz will not be allowed to leave Ewood Park until next summer at the earliest.

The club’s billionaire Arab owners are trying to exploit Cole’s contract situation at Chelsea — and also sign Portsmouth midfield star Lassana Diarra.
An £18m deal for Diarra is almost complete but Cole will be much harder to sign.
City are willing to pay Chelsea £20m and will offer him a £130,000-a-week deal to move to Eastlands.
Cole, 27, has 2½ years of his current deal left which pays £82k a week — much less than Frank Lampard and John Terry.
Chelsea are aware of City’s intentions and also of the fact Cole could ‘buy out’ his contract next summer and move for nothing.
FIFA rules state the contract of any player over 27 is out of the ‘protected period’ when there are less than two years left.
A senior City source said: “The owners agreed to strengthen the team in January. The Diarra deal is almost done and Cole is very interesting.”
