Mourinho's former club Chelsea were in the running but the Inter boss is now in pole position. The Portuguese supremo plans to offer Honduran striker David Suazo plus cash in the hope of luring Owen to Italy.
Suazo has been on loan at Benfica where he has scored five goals in 11 games this season. The 29-year-old ace cost £9.4million when he joined Inter in 2007 but has failed to impress Mourinho.
Inter president Massimo Moratti is a big fan of Owen and he has given the green light for the ex-Porto boss to make his move.
Moratti tried to sign the England star before his £8m move to Real Madrid from Liverpool in 2004.
that will be cheap, right???

Staying: Michael Owen is not keen on moving abroad
Michael Owen will reject any overtures from former Chelsea boss Jose Mourinho at Inter Milan. It was reported yesterday in Italy that Mourinho would like to sign Owen this month but the striker, who has declined signing Newcastle's offer of a new contract until the end of the season, is not keen to move abroad again after an unhappy time at Real Madrid
Newcastle are ready to make a £5million bid for Portsmouth midfielder Papa Bouba Diop, and are interested in centre half Chris Samba, who is unsettled at Blackburn.

Not a fan: Jose Mourinho on Owen
Inter Milan boss Jose Mourinho claims he is not interested in signing Michael Owen because the Newcastle striker is past his best.
The 28-year-old was linked with a move to the San Siro after pulling out of new contract talks with Newcastle. Owen was reportedly going to reject any approach by Inter following his previous miserable spell abroad at Real Madrid.
He boasted the best goal-to-minutes ratio in La Liga but left after just one season following a lack of first team opportunities.
However former Chelsea boss Mourinho appears to have got in first and says he would not buy the injury-prone forward, who has lost his place in Fabio Capello's England team, anyway.
When asked if he might bid for Owen, the Portuguese said: 'I haven't given him any thought at all. The last year he has had serious injuries and he is no longer the Owen that we all knew.'
