And it was Elliott's 25-yard curler that was the difference as Sheffield United suffered heartbreak at Wembley.
Blades sub Jamie Ward also saw red late on for TWO handballs in six minutes.
Burnley boss Owen Coyle said: "We've got a great adventure to look forward to.
"I think you've seen the effort the players gave today, it was great game, end-to-end - and we had chances to put the game to bed.
"We don't have quantity but I believe we have quality - I'm obviously delighted with what we've achieved today.
"I'm immensely proud and delighted for everyone in the town - but my heart goes out to Sheffield United."
Goal hero Elliott added: "I think it will take a little while for it to sink in - but I'm delighted for all the lads.
"It's far and away the best goal I'll ever score.
"It fell nicely, I couldn't really strike it because it was turning a bit and it seemed to take a long time to go in.
"When it did I thought about running up to my mum and dad but they were in the opposite corner and it was so hot!"
Coyle's Burnley had seen off Chelsea, Arsenal and Fulham in the cups this season.
But they will face them in the top flight next term after a stonking play-off final performance.
After seeing off an early surge of United pressure, the Clarets took control.
Elliott's 13th-minute goal was his reward after a mazy run caused panic in the Blades defence.
He laid the ball to Chris McCann who was denied by Matt Kilgallon's sliding challenge.
But the ball popped out to Elliott who hit an instinctive, swooping strike past helpless keeper Paddy Kenny.
Steven Thompson had two efforts blocked before the break and Michael Duff scuffed a chance.
Joey Gudjohnsson was somehow denied a tap-in by a lucky Nick Montgomery block on 55 minutes.
Young Blades defender Kyle Walker then made a superb sliding tackle to deny Robbie Blake.
Kevin Blackwell's side then had a penalty shout turned down after Kyle Naughton was taken down by Christian Kalvenes.
Striker Ward ended any hope of a leveller when he blatently handballed twice and was given his marching orders.
