The Dutchman signed Bale for £5million from Southampton in May 2007 during his reign as Spurs boss.
But the Welsh left-back has struggled with injuries and is yet to be on the winning side in the Premier League — despite making 24 appearances for the Londoners.
And Ajax coach Jol believes leaving White Hart Lane would be a wise move for the 20-year-old.
He said: "He is at a great club but he has got to be playing football because that is the only thing that will help him get better.
"It might be that going abroad is the best thing for him because it could help get his confidence back.
"When he was a young kid he was brilliant at free-kicks and corners. It would be a shame if that talent was to go to waste.
"People might have doubted he was ready when I signed him.
"But I was confident he had the talent and that he would become one of the best players in Europe in his position.
"I still think that could be the case.
"It might be that a lot was expected of him at a young age but he had the talent back then and he has still got it."
