Clubs must now name their line-up of players who are OVER 21 and at least eight of them have to be homegrown.
A homegrown player is one who has been registered with an English or Welsh club for three years before they are 21.
That means the likes of Arsenal's Cesc Fabregas and Nicklas Bendtner are classed as homegrown.
Managers can use as many under 21 players as they want, regardless of nationality.

The Paraguay striker fears he could miss out on City's 25-man squad under new Premier League rules. However, he should not worry as boss Roberto Mancini can easily fit him in under the limit.
City hitman Craig Bellamy left Eastlands for Championship club Cardiff earlier this month, expecting the axe. But with fellow frontmen Robinho and Felipe Caicedo leaving the club on deadline day, he did not have to be concerned.
City boast one of the biggest squads in the top flight but the new regulations will not cause them too much trouble.
The rules state that a 25-man line-up must be named by 5pm tonight but this only applies to players OVER the age of 21.
Everyone under 21 is not included and teams can use as many youngsters born after January 1, 1989 as they want. That means £23million summer signing Mario Balotelli, 20, is not part of the squad under the rules.
In total, City have 27 first-team players who are over 21 and therefore eligible for the 25-man limit. However, that includes 28-year-old reserve team keeper David Gonzalez, who has yet to make an appearance in nine months.
City already have three established stoppers in Joe Hart, Shay Given and Stuart Taylor ahead of him. And with the rules stating that clubs can call on an emergency keeper if two out of three of them are injured, they have no need to include Gonzalez.
That means Mancini would only need to drop one outfield player to form his total of 25 players.
City have 12 homegrown players on their books and 15 non-homegrown, which includes many of their highly-paid stars.
Of those classed as homegrown, right-back Shaleum Logan and midfielder Kelvin Etuhu are unlikely to make a matchday squad.
Both players spent loan spells away from City last season at Tranmere and Cardiff respectively, so can expect to be surplus to requirements again.
And former England Under-21 midfielder Michael Johnson, who is still nursing a serious knee injury, has made just two sub appearances in the last two years.
By dumping just one of these three players, Mancini can keep Santa Cruz within his squad from now until January.
