Roy Hodgson suffered deadline day frustration when he missed out on four striking targets despite frantic efforts to recruit cover for Fernando Torres.
Bayern's Gomez was heading to Anfield on loan with a view to a £20m permanent deal in the summer.
But the German club's supremo Karl-Heinz Rummenigge pulled the plug following a weekend defeat to Kaiserslautern.
That left Hodgson just 48 hours to switch his focus when £9m bids for West Ham's Carlton Cole, Wolves' Kevin Doyle and Fulham's Bobby Zamora were rebuffed.
Hodgson must now wait until in the New Year when he hopes to not only have the remainder of his unspent transfer kitty from this summer, but also fresh funds from new owners.
He's hopeful Bayern will change their stance on Gomez in a few months.
