The club's mega-rich Arab owners have spent more than £300million on talent in the past three years.
But boss Mancini moaned: "We're lacking players at this moment. I can only change the full-backs or the strikers.
"I have only two midfield players, as James Milner and Nigel de Jong are injured. I don't have players at this moment."
City, who stay second in the table, led 2-0 but crumbled as Fulham fought back with goals from Bobby Zamora and Danny Murphy.
Mancini added: "After 2-0, it feels like a defeat but it could be a lesson for us. When you dominate a game for 60 minutes and score only two goals, it's a problem.
"For 10 to 15 minutes, Fulham played very well but a top team like us needs to have more control of the game.
"I'm disappointed — we conceded stupid goals. Every game is like this in England. If a team is losing 2-0, they do not finish playing.
"All the players need to defend. For 10 minutes, we only defended with five or six players which is not good enough. My players probably thought they had done enough to win."
City's goals came from £35million Argentinian forward Sergio Aguero.
Mancini insisted: "I'm happy with Aguero but next time it's better that he scores once and we win."
this is so full of shit.
with the team he has there is no reason not to win the premiership, let alone bet fulham.
thats why man u are the best club over the last 2 decades. they are the most balanced team in terms of growth, profit and titles.
the rest either dont win enough trophies or overspent......
so how many players does he wants? 200? this guy should be sack if he dun bring back the title for them with the amount of money he spent
Mancini now more and more like Rafa Benitez..............

Mancini wants a full er squad... ![]()
Manchester City boss Mancini was blaming a lack of midfielders after seeing his side blow a 2-0 lead in Sunday's draw at Fulham.
And now he is set to return for Roma's Italian international when the transfer window reopens in January.
Mancini fancied anchorman De Rossi in the summer but City's paymasters were keen to balance the books after signing Sergio Aguero and Samir Nasri for a combined £59m.
But SunSport understands Mancini has received encouraging signals from his Italian contacts that tough-tackling De Rossi, out of contract next year, is refusing to sign a new deal — and that he has had his head turned by City.
Roma put a £25m price tag on the player and in the summer Mancini said: "De Rossi would be absolutely perfect.I rate him one of the best midfielders in the world."
It was previously thought De Rossi would never leave the Italian capital but Roma are refusing to be held to ransom over his demands for £170,000 a week.
aiya y dun he buy def instead of mid
most, if not all championship winning teams have very good defence.
