Shops for buying psp

Does anyone know of a good shop to buy a psp slim from? I've heard of many scamming shops, so I'm trying to avoid those.
On a side note: I keep hearing about "modified" PSPs. What does it mean, really? I am planning to buy one and download games on it to play and stuff, so does it need to be "modified" to do so?

BTW, its inside a mobilephone shop.

go to parkway parade, there is this shop just near the escalator, its a small shop, i bought two of my psp from him, he wears specs looks like ah beng, quite skinny.oh near the GNC shop.
he recommends good things.trust me.he modifie for me my psp on the spot.
