Along siglap center area, there is this really old indian man (in his 70s), always wearing a singlet, riding a $20 bicycle, cycling around aimlessly everyday. He owns a really old 1950s looking indian barber shop, along with 3 other buildings in the stretch of siglap...so yes, you definitely can't judge a person by his dressing.
