When will Ashley Cole moved to Chelsea?

today already 22nd August, when will the ashley cole saga of moving to chelsea finalising?
no good to both player and club if the move is protracted, not to mention the ill-will and farce of tapping last season, especially when cole said he wont play for arsenal again and his contempt for david dein.
why cant chelsea just pay 25m for once, or even close to that amount lar.
simply hagging for a couple of million pounds is unlike roman leh, with his billions of roubles at his disposal. -
last heard tat arsenal is inviting newcastle to bid for cole.
