When Paolo Montero made his run up to put his side ahead, AC Milan Goalkeeper Dida sneaked a couple of steps forward closing down on the kick taker. Montero's penalty was saved by Dida, but the referee should have ordered a retake. Judging by FIFA rules, a keeper is only allowed to move along his goal line.
It's a shame it wasn't spotted in a big game like this.

If I remember correctly, during World cup 98, when Argentina trashed Japan, the Jap goalkeeper hand handled a ball outside the penalty box.
