make a trip down to any public swimming pool in the late morning or afternoon. Look around for people giving swimming lessons and ask them.
I used to frequent paya lebar swimming complex(at arazoo ave, charlton park, no longer there liao).
The lifeguards there gave swimming lessons for a small fee on per week basis. Got my basic swim cert and a medal from there.
