  If you wait long enough, the Reservoir are open for kayak or canoe as well.
  
  Changi Beach has Kayak and Canoe as well that is open for public.
  
  There are water sports clubs around that have activities that you are looking for..

  sentosa have bah. and i've done it at the Changi Sea Sports Center also.

  Erm.. I checked them out.
  Do you need certs to kayak?
  I can't go n paddle for fun?
