Man strips down to underwear in front of woman

  A STOMPer saw this man stripping down to his underwear in front of a woman at the foot of a Toa Payoh block at about 11.30am today (July 19), and began yelling and throwing things at her.
  
  Said the STOMPer:
  
  "It was 11.30am when I heard shoutings at the foot of my block at Toa Payoh Lorong 8.
  
  "I looked out of my window and saw a man taking off all his clothes and kept on shouting 'NO! NO!' to the lady standing beside him.
  
  "The man was also seen throwing things at the lady.
  
  "I believe that the man was mentally unsound and he was not listening to anything the lady had to say.
  
  "This went on for 30 minutes or so, before the man slowly wore back his clothes."
